enabled property
Whether reordering is currently active. The runtime toggle.
Config CONTENT, so it is live on rebuild: flip it with app state (an edit mode) and the change is observed with no change to any row's widget shape. False refuses every path a move could take: drags do not start, a drag already in flight ends on its next re-resolution (a pointer move, a scroll notification, or a row rebuild), and programmatic and assistive-technology moves are refused. Handles still render, disarmed, exactly as for a canReorder refusal.
Dominates canReorder: a per-row allow cannot switch a disabled tree back on. Use canReorder for per-row policy and this flag for the tree-wide switch.
The config's PRESENCE still cannot change at runtime (see the class doc); this flag exists precisely so it never needs to.
