Future<bool> isEnabled()

Returns true is pull-to-refresh feature is enabled, otherwise false.

Officially Supported Platforms/Implementations:

• Android native WebView (Official API - View.isEnabled)
• iOS (Official API - UIScrollView.refreshControl)
