StreamReceiveHealthEvent class final
This node stopped, or resumed, receiving from one peer on a stream.
Local, not a message: it reports the receiving end on this node (see InletHealth), so fromNodeUId is this node. One is emitted for every failure of the receiver, and one with healthy true when it is working again. While the last event for a (streamName, sourceId) pair has healthy false, samples that peer sends on that stream are not arriving here; if willRetry is also false, nothing is going to fix that by itself.
