The codec the camera is published in: 'vp8', 'h264', or null to let the SDK choose, which is the default.

Left to choose, the SDK publishes VP8, except from an Android phone that has a hardware H.264 encoder and no hardware VP8 encoder: there VP8 would be encoded on the CPU, three pictures at once, and H.264 is not.

H.264 on Android is the phone's hardware encoder and nothing else. A phone without one sends VP8 whatever is asked for here, and a camera whose H.264 encoder turns out to produce nothing is published again as VP8 after a few seconds.
