Parser for .env, .config, and YAML-like config files.

Supports:

• KEY=value format (.env style)
• KEY: value format (YAML style)
• Comments starting with #
• Quoted values (single and double quotes)
• Escape sequences (\n, \r, \t, \)
• Empty values
