Cp1256 class abstract
Windows-1256, the charset the Java CharsetSetting.DEFAULT uses for every
ASCII-interpreted ISO field and TLV value. Dart ships no single-byte Arabic
codec, so the table lives here.
Bytes 0x00-0x7F are ASCII; _highTable maps 0x80-0xFF to their code points.
Characters the charset cannot represent encode to ?, matching the JVM.
