StepUpChallenge class

The demand half of a step-up exchange: what the maintainer returns in the details of a stepUpRequired error, naming the method the consumer must satisfy and the challenge its proof must answer. The consumer's reply is a StepUpProof, whose challengeId echoes the challengeId here — the two definitions are the two ends of one exchange and their method/kind vocabularies MUST stay in step. Referenced by the detailsSchema of vault/release, vault/proxy-login, and vault/sign-trust-task, which previously each restated it.
