Equals clientDid when no admin rollover occurred (TemplateBootstrap with no adminTemplate); equals the freshly-minted admin DID when adminTemplate was used or when the ask was adminRotation. Maintainers that pre-date admin rollover MAY omit this; consumers SHOULD default it to clientDid for backward compatibility.
