scope property
member (the default) — what the caller may see through their own git rights,
exactly as in 0.4. administrator — everything in the namespaces the caller
administers (every namespace, for a holder of the community-administrator
capability; those they hold git.ns.admin on, for anyone else), reasons included.
Refused with git-ns/view:notAdministrator when the caller administers no
namespace within resource. Absent means "member"; this carries no schema-level
default, so a producer that omits it is not normalised into sending it.
