The handle of the new request and the instant its claim window closes. The starter builds the trigger link from these and the service's DID.

The instant by which the request must be claimed, as an RFC 3339 date-time. The trigger link's _exp carries the same instant in the link's own integer form: the starter converts this value into it when it builds the link. At most 180 s after the request was accepted; 120 s is RECOMMENDED.
