PayloadPolicy class sealed

How consumeInbound performs SPEC §7.2 item 2 — payload-schema validation.

This package bundles no JSON Schema implementation, for the same reason it bundles no cryptosuite: the engine, its draft support and its resource limits are the consumer's choice, and a zero-dependency package is worth keeping. So the schema ships with the generated library and the validator comes from you.
