TreeSitterStreamingDecodedInput class final

Demand-driven adapter from a native physical-byte input to the UTF-8 byte stream consumed by the generated Dart parser.

Physical bytes, decoder boundaries, and the current encoded point remain live across parser progress halts. Replacing input mirrors ts_lexer_set_input: already-consumed bytes stay cached while subsequent refills use the newly supplied callback.
