TestContext class
The active test pin: bind, section, step tree and extras.
A runner creates one per test and pins it with runWithContext or
installContext; customers reach it through getContext to pin a worker.

- Builds an unbound-or-bound context for one test. Runners call createTestContext instead of using this directly.
