ReporterState class
The per-process reporting lifecycle a runner drives.
Session / buffer / upload pool are library-private (Go parity). Runners use
beginReporting / enqueueResult / endReporting only. Unit tests that
need to arm a state import the seams below via package:tracera/src/….
