Creates the hashicorp/time provider configuration, optionally under alias. The provider takes no other settings.

Provider alias (provider "time" { alias = "eu" }), or null for the default configuration. Select it on a resource by passing the instance as provider:; Stack.addProvider registers it and returns it for that.
