ComputeSecurityPolicySecurityPolicyRuleHeaderAction class
rule.header_action -- request-header rewrites applied alongside
the rule's match action. Useful for tagging matched requests so
downstream services (or Cloud Logging) can see which Cloud Armor
rule fired.
