ChartDataProcessingCacheConfig class

Global memoization policy for ChartDataProcessor.

The cache is intentionally disabled for small datasets by default. For large or zoomed charts, it avoids re-extracting, re-computing stats, and re-sampling equivalent series across rebuilds.
