RegexEngine class abstract interface

A regex backend for the tokenizer.

Patterns are Oniguruma sources, exactly as they appear in a grammar. The default DartRegexEngine translates them to Dart RegExps. An engine that runs Oniguruma directly can implement this interface instead.
