hasOnDeviceSupport method
Returns true if the device can recognize speech without a network
connection, for localeId where the platform makes that distinction.
Use this before passing onDevice: true to listen. On iOS an
on-device request that the device cannot satisfy fails the listen
session; on Android it silently falls back to the network recognizer.
Checking first lets a caller get the same "prefer on-device, fall back"
behaviour on both.
localeId is the BCP-47 tag the session will use, or null for the
system locale. iOS support is per-locale, so a device that supports
on-device recognition for one language may not for another; Android
reports a single device-wide answer and ignores this argument.
Returns false where the platform is too old to support on-device recognition at all (iOS below 13, Android below API 31), and false rather than throwing on platforms with no implementation.
