The steps of the app that its developer does by hand, each once and in order, with their contributors, as stage 5 planned them (see planManualSteps) and the render hooks of the roles that are open to all modules got them (see RoleHookInput.manualSetup).

So a test reads the steps that a module lists in an app, whichever module provides the role that tells of them.
