List<PlannedManualStep> manualSteps

The steps of the app that its developer does by hand, each once, in their order, with their contributors (see planManualSteps).

The pipeline plans them here, before the roles choose, and only here, so a run that stops before the choices, as --explain does, has the steps that the render hooks of the app get.
