PhoneFormatter class
Utility class for formatting and validating phone numbers.
All formatting is driven by the PhoneFormatSpec.pattern stored in
CountryModel. The pattern uses # as a digit placeholder; every other
character (space, dash, parenthesis, etc.) is inserted verbatim.
