AuthPhoneNumberBackendConformanceSuite class final

Reusable transaction contract for durable phone-auth adapters.

Adapters run every case against their real database transaction and connect AuthPhoneNumberBackendConformanceFaultController to deterministic database faults. The suite accepts no process-local fallback.
