MockSemanticAnnouncements class

Registers a mock message handler using TestDefaultBinaryMessenger.setMockDecodedMessageHandler to allow testing semantic announcements made using SemanticsService.announce.

Useful with hasNAnnouncements, hasZeroAnnouncements or hasOneAnnouncement.
