During key rotation (https://cloud.google.com/kms/docs/key-rotation), there can be multiple in-use key versions. The expected format is projects/{project_id}/locations/{kms_location}/keyRings/{key_ring}/cryptoKeys/{crypto_key}/cryptoKeyVersions/{key_version}.
