SyncStateManager class final

Manages SyncState transitions and broadcasts changes to listeners.

Implements ChangeNotifier for Widget-tree integration and also exposes a stateStream for purely reactive pipelines.

Owned and driven internally by SyncRepository; consumers should only read from it, never write.
