Creates the built-in backend for the current desktop platform.

macOSLegacyHandleKind is required only when a macOS mixed-kind store must read untagged bookmarks written by an older version. Prefer MacOSPersistentAccessBackend.forEntityKind for a homogeneous legacy store.
