Whether both ends of this stream read the same PeerClock.
True only for the in-memory transport, where "both peers" are objects in one process. It means a sender's clock reading needs no correction to be comparable with a local one — MessageTiming.clockOffset is a known zero rather than an unknown null, so transit times are exact.
Any transport that crosses a process boundary must leave this false: two processes' monotonic clocks have unrelated epochs, and pretending otherwise yields a confident, meaningless number.
