Whether a method should appear, using PayorcSdk.instance.checkoutCustomization.

When customization is missing or CheckoutCustomizationData.availableMethods is empty (e.g. not loaded yet), returns whenNoCustomizationData so the UI stays usable until the async customization request completes.
