PatchbayUiWaitBridge class final

Bounded Flutter observer for stable Semantics, navigation, and revisions.

PB-050-07 / DG-050-05 冻结的 cadence：立即 probe 一次；条件未满足时由帧观察器 请求并等待恰好一个下一帧，随后在该帧结束后再 probe。probe 自身在 owner 有效时不再请第二帧，所以一轮未满足 = 一帧（此前是两帧）。

owner 丢失时的恢复帧由 PatchbaySemanticsBridge 通过同一个 PatchbayFrameObserver 驱动：它们计入同一份 frameRevision，也用调用方这一份 总 timeout，不额外延长预算。
