PeerDiscoveryUnavailable class final

The transport reported that peer discovery is unavailable on this platform (DiscoveryUnavailable at the transport layer) — typically a missing local-network permission or multicast entitlement.

Emitted when discovery stops working, and again after each recovery, but never once per failed retry. Show the user guidance (see the platform-setup guide) instead of an empty peer list: without this event, "discovery is blocked" looks exactly like "no peers nearby".

A transport reports this while it starts, which is inside Passnote.open — before any caller holds the object to listen on. Read Passnote.discoveryUnavailableReason once after opening to catch that case, then listen for later changes.
