LocalV4 class

Реализация локального режима PASETO версии 4 (v4.local).

Использует XChaCha20 для шифрования и BLAKE2b для MAC и генерации ключей. Основано на спецификации PASETO v4: https://github.com/paseto-standard/paseto-spec
