DateTime formatShortInputToDateTime({ String? specificFormat, })

Parses a short format date string into DateTime.

Supported formats (without intl):

• 'dd/MM', 'dd-MM' → year defaults to current year
• 'MM/dd', 'MM-dd' → year defaults to current year
