SystemTimeProvider class

Default TimeProvider backed by DateTime.now.

On native (VM, AOT, FFI): microsecond precision. On Dart-on-JS web: millisecond precision (the browser ceiling on Date.now()). Use WebTimeProvider on web for sub-millisecond timing.
