UiFocusRing class

A crisp, animated focus ring drawn around a child when visible is true.

Uses a stroked outline so it matches shadcn's ring treatment without shifting layout or adding a glow. Set animate to keep the outline mounted while hidden so focus loss animates out instead of disappearing for a frame.
