Starts a streaming multi-result batch in batched mode and returns the
new stream id (or null on failure / unsupported native lib).
Use streamFetch / streamCancel / streamClose to drive it.
When resultEncodingWire is non-zero and the native library exports
odbc_stream_multi_start_batched_options, result-set frames use
columnar v2 wire layout.
