NmTransformationsPanel class
Editor for transformations.json's default/county overrides profiles.
A county scope with no override shows the inherited pipelines read-only
plus [+ Create override] (which deep-copies the effective profile set —
the user never starts from a blank pipeline). A scope with an override,
or the default scope itself, gets full add/remove/reorder pipeline-step
editing plus [Revert to default] for overrides.
