meetsTarget property
Whether drawing this is expected to meet the target. Unlike Scrim.meetsTarget, which is exact, this rests on a model of blur falloff calibrated on long straight edges; corners and very thin strokes deviate. False also when the scrim is infeasible, the blur is zero, or the layer cap was hit.
