InitCommand class

The merry init command which writes a starter script file for the current project and links it from pubspec.yaml.

The generated scripts are derived from what the project actually declares: no flutter build apk without an android/ directory, no generate without build_runner.

A project that already defines its scripts inline in pubspec.yaml is left untouched; one that points at a script file is only overwritten after the user confirms.
