PerfRuleInputs class final

Everything the rules read beyond the report dusk hands a contributor.

The report carries each counter family cut to its ranked head, so a rule reading it would judge a truncated sum; these are the same families UNCUT, plus the per-interaction joins the report does not carry at all.
