BackendStateIdentity class abstract

Optional backend capability for reporting the LlamaStateIdentity of the state BackendStatePersistence.stateSaveFile writes.

Implement it only when the runtime can name its own build: an identity without one cannot tell two runtimes apart. Throw UnsupportedError (or LlamaUnsupportedException) when the active runtime cannot report one.
