GetFeeRateMessage class
Asks ARCActor for ARC's published policy rate (GET /v1/policy, its
miningFee). Replied with FeeRateQuote.
The rate every transaction the wallet builds pays, on its signed size
(TransactionSize, bead libspiffy-bg7n). This is Bitcoin SV: there is no
replace-by-fee, so paying above the policy buys nothing — of two spends
of one input the one that reached the network first is the one that is
mined.
