RefundBuiltEvent class

Refund transaction has been built (client side).

Journals the unsigned refund template (refundTxHex), the client's own signature on it and the signed funding transaction it spends, after the aggregate checked that the funding output is the channel's 2-of-2 with the agreed amount and that the refund carries the channel lockTime (libspiffy-b83).
