RecordDelegatedAddressesCommand class

Records addresses a service issued on the wallet's delegated chain (m/2/{index}, AddressChain.delegated) while the wallet was offline, so that a payment to them can be imported and spent (bead libspiffy-m8qu; spv-understanding.md, "Payment modes").

The service hands over the derivation index with the proven payment. The wallet derives each address from its own account key: an address it is handed is never taken on trust, so a wrong index yields an address that simply receives nothing. An index already recorded journals nothing.
