ReclaimDeferredSpendCommand class

Reclaims the outstanding deferred payment txid: records rawHex, the wallet's own signed transaction spending that payment's held inputs back to itself, and moves the hold on those inputs to it (bead libspiffy-87a).

The aggregate refuses a payment that is not outstanding, one already being reclaimed, and a transaction whose inputs are not exactly the inputs the payment holds. Everything else about the self-spend (its totals, its fee, its version and lock time, and which of its outputs are the wallet's) is derived from rawHex and the wallet's own state, so a caller cannot misdescribe it.

The payment is NOT resolved here: it becomes DeferredPaymentState.reclaimed when the network has the self-spend. Nothing is deleted — the reclaimed payment keeps its record, its stored transaction and its raw hex.
