PaymentCountersignedEvent class

The client held the server's countersignature of the latest payment (bead libspiffy-z2px).

No longer journaled: the server sends no signature, because with it the client held a spend of every state and could broadcast the one paying the server least (bead libspiffy-pkg5). The client closes with the settlement the server broadcast instead. Kept, registered and applied so journals that hold it replay (Data Retention).
