UnfinishedChannelsFoundEvent class
Channels of walletId that started opening and never reached open,
reported once at startup (bead libspiffy-29jd).
Restart recovery is otherwise reactive: the channel adapter rebuilds
a record when an inbound stimulus names a channel. A channel whose
funding broadcast failed, or whose channel_open the peer never
received, is exactly the case where the counterparty has gone silent —
so nothing ever arrives to trigger it, and an app that does not poll its
own channel list never learns the channel is stuck.
This event only reports. Nothing is retried and nothing is journaled
by the sweep: a funding broadcast whose outcome was lost may already be
in a mempool, and BSV is first-seen-wins, so re-driving channels on
startup would be the library deciding policy. The levers are the app's:
RetryChannelFundingCommand and ResendChannelOpenCommand to carry on,
or CancelDeferredPaymentCommand to take the funding inputs back.
Not emitted when there is nothing to report, so no event means no channel of that wallet is stuck.
