UTXOSplitStartedEvent class
A Benford UTXO split has started: the wallet's spendable outputs have been chosen and the first split transaction is about to be built.
This event was exported and nothing in the library constructed it, while UTXOSplitCompleteEvent was emitted — so an application heard a split finish and never heard one start (bead libspiffy-7ye4). That gap is not cosmetic: a split of several UTXOs builds, signs and broadcasts one transaction per source output and waits for ARC's answer to each, so the silence could last a long time.
Emitted when the split can actually start, and never when it cannot: a missing wallet, a watch-only wallet, no spendable UTXOs, or no policy fee rate from ARC all end in UTXOSplitCompleteEvent with an error and no start, because nothing was started.
The numbers are BenfordCoordinatorActor's own, measured rather than
restated from the command: utxoCount is how many of the wallet's
spendable UTXOs this split will take, which SplitUTXOsCommand's
maxUtxosToSplit bounds but does not decide.
