P2PMessageToSendEvent class
An outgoing peer-to-peer message the app must transmit to toPeerId on its own transport (bead libspiffy-a2v3).
The library builds the payload and names the peer; carrying it is the
app's job. The payment-channel protocol and the merkle-proof protocol
(messageType proof_request / proof_response) both send through it.
