BroadcastTransactionCommand class

Broadcasts a transaction the app holds, fully signed, through ARC: one the wallet did not build and has no command for (a payment channel's settlement, say). Answered with TransactionBroadcastEvent, ARC's answer. A transaction that does not reach ARC is queued for another submission. It is not recorded in the wallet: what it pays the wallet arrives as any receive does.
